Broad scope

The public policy applies across donations, reservations, adoptions, memberships and other payments.

Default position

The normal rule described in the review is that payments are non-refundable.

Admin-fee review

A limited route exists to request review of an identified admin fee if a written request is made within 14 days and APES approves it.

Legal framing

The policy also includes a governing-law position and contact route for refund-related questions.
